Aineisto kattaa Liikenneviraston ylläpitämän maantieverkon. Päälysteiden ylläpitoluokka määritellään toimistotyönä ottaen huomioon tien liikenteellinen merkitys (KVL) ja toiminnallinen luokka. Ylläpitoluokan määräytymisestä on erilliset ohjeet päällysteiden ylläpidon toimintalinjoissa. Ylläpitoluokan määräytymisessä otetaan huomioon myös tien yleinen standardi, raskaan liikenteen määrä, liikenteen määrän poikkeamat yhteysvälillä, liikenteen luonne ja sen edellyttämät tarpeet, tien talvihoitoluokka ja vallitseva nopeusrajoitus sekä tien merkittävyys. Sorateiden siltojen kohdilla olevat päällystetyt osuudet ja alkuosien "tumpit" ("lipat") luokitellaan pääsääntöisesti luokkaan Y3b.
