Aineisto kattaa Liikenneviraston ylläpitämän maantieverkon. (Talvi-)hoitoluokka määritellään toimistotyönä ottaen huomioon tien liikenteellinen merkitys (KVL) ja toiminnallinen luokka. Hoitoluokan määräytymisestä on erilliset ohjeet talvihoidon toimintalinjoissa. Ohjeissa korostetaan myös paikallisten olosuhteiden kuten taajaman olemassaolon huomioon ottamista. Pyrkimyksenä on, että yhtenäisillä tiejaksoilla on myös yhtenäinen hoitoluokka. Ramppien hoitoluokka määräytyy päätien mukaan.
