Aineisto kattaa Liikenneviraston ylläpitämän maantieverkon. Soratiet luokitellaan toimistotyönä kolmeen luokkaan liittymäväleittäin. Perusluokitus pohjautuu liikennemäärään (KVL), mutta yksittäistä tietä luokiteltaessa tarkistetaan lisäksi asiakastarpeet ja tien merkittävyys suhteessa muihin vähäliikenteisiin teihin. Tien merkittävyyden perusteina käytetään tiepiirin keskeisiä asiakasryhmiä ja niiden tarpeita siten, että tiestön jako eri luokkiin on tasapainoinen suhteessa valtakunnalliseen tilanteeseen, sorateiden rooliin tiepiirin alueella sekä vähäliikenteisen tiestön verkolliseen asemaan. Yhtenä luokkaa nostavana tekijänä on suuri kesäajan liikenne (KKVL). Seututiet kuuluvat pääsääntöisesti 1. luokkaan.
