The indicator gives the number of the recipients (adults and children) of child guidance and family counselling services pursuant to the Social Welfare Act during the year per population aged under 18. The population data refer to year-end data. The calculation is performed in relation to population under 18 as the service is intended for families with children. If the calculation were performed in relation to the total population, municipalities with different age structures would be treated unequally. Using the number of children in relation to population under 18, in turn, would not give the right picture, as more than half of the clients of child guidance and family counselling centres are adults. The data cover services that the municipality provides itself or purchases from other municipalities, joint municipal boards, the state or private service providers. The data are gathered according to the following classification:1. "Municipal services" are services produced in units owned by the municipality.2. "Services sold" are services (cf. previous section) sold to other municipalities, for example.3. "Services purchased from public bodies" are services purchased from municipalities, joint municipal authorities, or the central government.4. "Services purchased from other instances" are services purchased from the private sector.5. "Services funded by the municipality" is the amount of services (or income transfers) the municipality has provided for its residents. This is calculated by subtracting sales from production and adding purchases.Population proportions are calculated at THL based on the Population Statistics of Statistics Finland.
